The control surface (rudder) is pushed into place until I get the correct amount of hinge gap between the rudder and fin. I'm sure to flex the rudder both left and right, doing this will make sure that the hinges are properly aligned. If one hinge is slightly off it will rotate itself and find its perfect center point.
